Whereas traditional economics is often used to evaluate and inform policies within health care, such an approach often fails to consider the limitations of human cognition or other psychological factors that influence decision making. In this course, we examine an alternative approach to health policy that is based on behavioral economics, a field that incorporates insights and research findings from psychology. Behavioral economics (BE) recognizes that sometimes people behave less than optimally and draws on its understanding of decision heuristics and behavioral biases.

The concept of processes provides a compelling overarching structure for any human activity that creates or adds value. The first person to describe a process management system in a systematic way was Dr. W. Edwards Deming. He initially introduced his ideas and methods in manufacturing. They transformed manufacturing worldwide, generating the maxim “Do Deming or die” across many different industries. They also underlie all current approaches to quality in health care delivery (e.g., Lean, Six Sigma, High Reliability Organizations, ISO-9000, Baldridge) and form the foundation of a new clinical discipline called Care Delivery Science.

In-class meetings will include guest speakers from the organizations that will be included in the site visits. We will visit five (5) sites representing the various facets of New Zealand’s health system. MHA students will complete a comparative analysis of both NZ, and the US’s health systems and evaluate similar challenges in access to marginalized populations.
